Q: Whats this whole concept of "Hakafos Shniyois" (= Second Hakafos) in Israel?
A: Yom-Tov is only one day in Israel. So the whole world is celebrating with the Torah and they dont want to be left out, so they added hakofos shniyos motzoei yom tov for the purpose of uniting with the rest of klal yisroel in simchas torah.
